Brussels 01.12.2025 Today The Netherlands pledged to purchase U.S. arms for Ukraine worth 250 million euros ($290 million) under the Prioritized Requirements List (PURL).
The PURL initiative, launched earlier this year, enables NATO allies to buy advanced U.S. weaponry for Ukraine in a gesture of support, and solidarity. The Dutch pledge is significant in the context of military aid to Ukraine experiencing a sharp decline since July and August 2025, despite the introduction of NATO’s Prioritized Ukraine Requirements List (PURL) initiative.
In spite of the Canada’s announced of €1.2bn in military aid in August, part of which was channeled through NATO’s PURL mechanism. If we count total aid — including by European donors and others — the monthly aid decline was 43%.

In contrast, financial and humanitarian aid remained stable and is mainly provided by EU institutions. This is shown in the latest update of the Ukraine Support Tracker, which records international aid flows to Ukraine through August 2025.

With the latest package, the Netherlands is purchasing drones, missiles for F-16 fighter jets, and ammunition and equipment for air defense for Ukraine, the Dutch Defense Ministry announced.
The Netherlands was the first country to fund arms for Ukraine under the PURL program in August.
Ukraine urgently needs more military support against heavy Russian air attacks.
Therefore, the Netherlands once again contributes €250 million for deliveries from US stock (PURL): air defence, F-16 ammunition etc.

NATO Secretary General Mark Rutte said that Kyiv is set to receive up to $5 billion worth of arms under the initiative by the end of this year.

Dutch Defense Minister Ruben Brekelmans also announced that he had signed an agreement with his Ukrainian counterpart, Denys Shmyhal, on joint drone production in the two countries at the margins of the EU Defence ministers meeting in Brussels.
Last year the Netherlands started the supply of Ukraine with F-16 fighter jets, delivering the last of the promised 24 planes by May 2025.
Kyiv has been calling upon its allies to bolster its sky shield in the face of regular Russian drone and missile strikes against Ukrainian cities and energy infrastructure.
“Ukraine urgently needs more support against the heavy Russian air strikes,” Brekelmans said. “Even in this critical moment, Ukraine can count on us!”
