Kaja Kallas, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, hosts the Conference at a defining moment for the EU’s Common Foreign and Security Policy. The gathering takes place amid sustained geopolitical pressures, intensifying geoeconomic competition, and accelerating global fragmentation.

The event offers a chance for EU leaders and senior officials to discuss how the European Union can adapt and should be repositioned in an evolving world order. They will explore ways to strengthen its strategic interests in a fast-changing world, striving for more autonomy. Discussions will focus on enhancing Europe’s security and defence, reinforcing preparedness and resilience against hybrid threats and foreign information manipulation, ensuring steadfast support to Ukraine. Particular attention will be dedicated on how to further stabilise the EU’s neighbourhood, advancing enlargement prospects and deepening partnerships with global actors, including those in the Global South. Exchanges will also focus on how the EU can boost economic security and strengthen public diplomacy and global outreach.

The Conference brings together over 145 EU Ambassadors and Heads of EU Delegations worldwide, alongside the Heads of EU CSDP missions and operations. It serves as a key moment of strategic alignment for the EU’s global diplomatic network.

HR/VP Kaja Kallas will open the conference with a public address on Monday, 9 March at 8:45, and deliver a keynote speech at 11:00. European Parliament President, Roberta Metsola, will address the gathering at 9:00. This will be followed by the keynote speech of European Commission President Ursula von der Leyen at 10:00. On Tuesday, 10 March, European Council President Antonio Costa will address the Ambassadors at 10:00.

All interventions will be broadcasted live on EbS.

The programme also foresees exchanges with several Members of the European Commission, including Commissioners Andrius Kubilius, Marta Kos, Jozef Síkela and Hadja Lahbib, reflecting the close cooperation between the EEAS and the European Commission in shaping and delivering EU external action.

The Secretary-General of NATO, a range of EU Foreign Ministers, and the Foreign Minister of Ukraine are also invited.

The EU Ambassadors’ Conference is a yearly strategic gathering of the European Union’s diplomatic leadership. It provides an opportunity to assess global developments, align priorities and reinforce the coherence and effectiveness of EU external action.

The 2026 edition takes place at a defining moment for European diplomacy: as the EU recalibrates its common foreign and security policy to respond to an increasingly contested global landscape, the Conference underlines the Union’s determination to act with unity, resolve and strategic clarity in advancing its interests worldwide.
