EU: Russian assets deadlock

“Supporting and rebuilding Ukraine via Immobilised Russian Assets. There is only one moral and strategic choice to guarantee Ukraine’s future financial needs –make Russia pay for the damage it has caused. It is key that immobilised Russian assets are used to finance a reparations loan for Ukraine. We ask the Commission to put forward concrete proposals – in accordance with EU and international law, and underpinned by appropriate EU solidarity and risk-sharing – and thereby mark a breakthrough moment for Europe’s credibility and leadership. Above all, this would enable more capable and strong Ukrainian armed forces which is the main deterrent against Russia”.

Prime Minister Bart De Wever (pictured) continues to oppose the seizure of frozen Russian assets at Euroclear. European heads of state and government are considering the matter today. Before the start of the EU summit, De Wever already announced that he would not agree to the plan.

De Wever has set several conditions for Belgian approval. For example, the prime minister demands that all EU countries jointly bear the risks of using the Russian assets. Furthermore, De Wever wants assets in other European countries to be seized as well. It is estimated that the lion’s share of Russian assets is held in Belgium, at Euroclear. Belgium therefore risks legal and financial consequences if the assets are released.

De Wever is also said to be holding firm during the European Council meeting. Diplomats said that this has resulted in the plans being at an impasse.
