EC proposes to expropriate Russian assets

Brussels 26.11.2025 The European Commission will soon submit legal proposals on the use and possible expropriation of Russian assets frozen in Brussels, despite the position of the Belgium Prime minister Bart de Wever. This was announced by European Commission President Ursula von der Leyen at a session of the European Parliament in Strasbourg.

“The European Commission is ready to present a legal text on the use of Russian assets,” von der Leyen said.

She emphasized that she “will not allow European taxpayers alone to foot the bill for Ukraine.”

On November 17, von der Leyen sent a letter to EU countries outlining three options for further financing of Ukraine. These options include the use of frozen Russian assets in the form of a “reparations loan,” direct grants from member states, and a general loan at the EU level.

On November 18, Russian Finance Minister Anton Siluanov announced the preparation of draft retaliatory measures for the confiscation of Western assets. According to him, this mechanism will be activated in the event of unfriendly decisions by Western countries.

On November 26, Belgian Minister of Defense and Foreign Trade Theo Francken announced that Brussels had explained to Italy the risks associated with the expropriation of Russian assets. He stated that Belgium would not confiscate frozen funds and transfer them to Ukraine “without European guarantees against lawsuits and restitution.”
