Toledo, Spain  31.08.2023  EU foreign affairs ministers meet at the Informal Meeting of Foreign Affairs Ministers (Gymnich format) in Toledo in Spain on 30–31 August. The Spanish top diplomat Albares Bueno, and the High Representative of the EU, Josep Borrell, will be hosting the informal assembly.

At the doorstep of the meeting the Josep Borrell informed press about the intention to discuss the development in Ukraine and West Africa, namely Niger. Furthermore he has underlined the presence of the Ukraine Foreign minister Dmytro Kuleba who will brief the EU high diplomats. One of the targets announced by Borrell was to promote President Zelensky peace plan at the 78th session of the UN General Assembly (UNGA 78) would open on Tuesday, 5 September 2023.
According to to the plan restoring Ukraine’s territorial integrity and Russia reaffirming it according the U.N. Charter was “not up to negotiations”.

The other focus is Niger and the situation in the Sahel. The top diplomat insisted on the EU “strong sanctions” against Niger, following the decision of the Economic Community of West African States (ECOWAS).

The President of the Economic Community of West African States (ECOWAS), Omar Touray, and the Minister of Foreign Affairs of Niger, Hassoumi Massoudou, will participate in the meeting.
