Trump-Putin Energy Deal

Brussels 10.10.2026 During the conversation between Russian President Vladimir Putin and his American counterpart Donald Trump, neither leader wanted to be the first to hang up, stated Yuri Ushakov, an aide to the Russian president.

“I hope the US President won’t take offense if I quote him saying he is ‘ready to continue communicating with Vladimir Putin today—this evening, tonight, and the next day as well,'” he said.

Ushakov added that the phone call lasted an hour and a half and emphasized that, in the end, the presidents “hung up simultaneously.”

Ushakov noted that preparations for the call between Putin and Trump began on October 7; however, due to time zone differences and the Russian leader’s busy schedule, they were only able to speak on October 9. According to Ushakov, US Presidential Special Envoy Steve Witkoff conveyed that Trump also wished to personally congratulate Putin on his birthday by phone. Witkoff expressed hope for an early meeting with the Russian leader.

During the October 9 call, Trump and Putin agreed on the supply of over 300,000 tons of diesel fuel from Russia to US and global markets. The US President added that another 500,000 tons would be delivered in November, followed by 1 million tons “immediately thereafter.” Additionally, Russia could supply a further 3 million tons of diesel fuel.

Later, the US Department of the Treasury issued License No. 135, authorizing transactions that had previously been prohibited under sanctions against Russia. Similar licenses for the supply of Russian goods have been issued in the past; this does not alter the nature of the sanctions regime but merely represents a temporary easing of restrictions. Russian Deputy Prime Minister Alexander Novak emphasized that, despite the new agreements, “the Russian market will also be fully supplied with diesel.” He added that Russia could increase diesel exports in November and December.
