Brussels 26.07.2026 Iran’s Foreign Minister Seyed Abbas Araghchi called on the European Union to take a “decisive” action against Ukraine’s targeting of an Iranian commercial ship in the Caspian Sea (Image illustration: courtesy Shaah Shahidh).
The top diplomat made his remarks in a phone call with EU High Representative Kaja Kallas, while they discussed the latest regional developments, according to a statement by the Iranian Foreign Ministry.
Araghchi condemned the Ukrainian missile attack, urging the EU, UN Security Council, and international community to hold the “perpetrators” and supporters to account, according to the statement.
The two sides also addressed developments in the Strait of Hormuz, stressing the need for diplomatic initiatives to manage regional tensions, it added.
In a separate statement, the ministry said it summoned Ukraine’s charge d’affaires in Tehran on Saturday over the attack, formally delivering a note of protest condemning the “hostile and criminal” act.
Earlier in the day, the ministry said the Ukrainian attack cause the explostion on the vessel, killing one sailor and wounding another.
The Ministry said Iran has never intervened in the conflict between Russia and Ukraine, adding the strike could further “spread the flames of the war and insecurity in a dangerous manner.”
Also on July 25th, Ukrainian President Volodymyr Zelensky said his country’s forces had hit a Russian warship and vessels used for transporting Iran-linked military cargo in the Caspian Sea.
During a phone call with the EU’s foreign policy chief, Kaja Kallas, Iran’s FM Araghchi, said the EU has no moral standing to lecture others on human rights because it supported the US-Israeli aggression against Iran.

The conversation took place after the Ukrainian President Volodymyr Zelenskyy announced in a post on X that Kyiv had achieved “very strong results” with long-range strikes in the Caspian Sea, hitting “vessels used in military cargo shipments involving Iran, as well as a warship.” He did not identify the commercial vessel named by Tehran as a target.
According to Ukraine info services, one of the vessels experiencing damages was the Port Olya-2, a cargo ship, owned by the sanctioned by the EU Russian shipping company MG-Flot LLC (fromally registered as TransMorFlot LLC). According to the Ukrainian Defense Intelligence (HUR) War & Sanctions database, the vessel has been functioning as military cargo transport from Iran to Russia.

Another vessel was the Begey, also a cargo container under the russian flag, reportedly transported military supplies, including ammunition, artillery shells, body armor, and helmets, while at times deliberately disabling its Automatic Identification System (AIS) to conceal its movements.
