Baltic Sea blockade plans

Brussels 01.05.2026 The EU and NATO intend to use the Baltic Sea to test mechanisms for restricting international shipping, Russian Foreign Ministry Ambassador-at-Large Artem Bulatov told RIA Novosti.

“The goal is to test unilateral mechanisms for controlling and blocking international shipping in the Baltic Sea, which could subsequently be used by the EU and NATO in strategically important areas of the oceans,” the diplomat said. He added that such measures could be directed against “unfavorable” countries.

Bulatov noted that such actions by the West send a signal to the global majority. Russia, he added, is already working with its partners to counter such harmful initiatives.

The diplomat also pointed to attempts to revise international maritime law.

On March 23, the Russian Foreign Ministry accused European countries of maritime “robbery” under the pretext of sanctions. The ministry stated that the detention of the vessels violates the 1982 UN Convention on the Law of the Sea and has no international legal basis, as such restrictions have not been approved by the UN Security Council.

The ministry also criticized the use of the term “shadow fleet,” pointing out that it does not exist in international maritime law and is used as a justification for “robbery on sea lanes.” The Ministry of Foreign Affairs explained that vessels that meet all the requirements of free navigation are being searched under various trumped-up pretexts.
